Joseph Dial Jr. was charged in an eight-count fraud indictment related to an alleged scheme to unlawfully obtain $40 million in contracts set aside for service-disabled, veteran-owned businesses.
Dial, who is a service-disabled veteran living in Belton, is accused of being a figurehead and receiving payments from his co-conspirators for letting them using his name and status to gain contracts set aside for service-disabled veterans. The group allegedly used Dial to set up a pass-through business called United Medical Design Builders LLC.
Witnesses testified that Dial was hardly ever in the office during the four years the witnesses worked for the Merriam-based company, and when Dial was there, it was only for a few minutes. One witness stated that Dial had signed a blank piece of paper which was scanned and used for official letters and correspondence.
